Well - first let me tell you the meaning of tsr file in QTP.
TSR stands for Test shared repository. TSR file is created to share object repository.
To create the TSR file you must open object repository.
After opening Object repository, go to file menu. There you will find export local objects option. Select it.
QTP will ask you to store the .tsr file. Give the path and save.
Now you have created the shared object repository i.e. .tsr file in QTP.
You can associate this tsr file to any test in QTP and use the objects inside it.
